Going over figures in the back office is often boring so it is understandable when some try to inject a little passion into proceedings.
Sadly for two frolicking council workers, they had such tunnel vision that they failed to notice 20 passers-by, and a PCSO, watching them through the window.
'You could see two figures undressing each other before getting very close. There was nothing left to the imagination,' said a witness.
The unnamed pair were apparently spotted on Friday cavorting behind a frosted window at the offices of Unity Partnership, a joint venture for Oldham Council.
The duo – thought to be working on a community cohesion project – spent 20 minutes working hard on the first floor, unaware of the crowd of voyeurs cheering them on.
They reportedly only downed tools when the PCSO went to tell them they were being watched.
The pair have been suspended pending an investigation by the council in Lancashire.
Cllr Jackie Stanton, deputy council leader, said she was 'very concerned' by the allegations but happy with investigation procedures.
Oldham Council was rated in the bottom 16 per cent of authorities in the latest Audit Commission performance tables.
